Duties
• Take full responsibility for the definition, approach, facilitation and successful completion of medium-scale projects.
• Provide effective leadership to project teams and contribute to wider project activities from initiation through to closure.
• Apply appropriate project management methods, tools and processes.
• Develop and maintain realistic project plans and provide regular, accurate status reports to stakeholders.
• Manage project change control processes, assess risks and identify appropriate mitigation measures.
• Ensure project and product quality reviews are completed on schedule and in accordance with relevant procedures.
• Ensure project deliverables are completed within agreed cost, timescale and resource budgets and formally accepted by the appropriate stakeholders.
• Monitor project costs, timescales, quality and resources, taking corrective action where performance deviates from agreed tolerances.
• Identify stakeholder communication and relationship needs and translate engagement strategies into specific activities and deliverables.
• Facilitate effective communication, discussion and decision-making between stakeholders.
• Act as a key point of contact for stakeholders and maintain stakeholder engagement strategies and plans.
• Capture, manage and disseminate relevant technical and business information.
• Investigate, manage and implement authorised changes to baselined requirements in accordance with change management procedures.
• Identify required changes, assess their impact and advise stakeholders on the associated implications and consequences.
• Oversee and measure the fulfilment of contractual obligations in coordination with the assigned Contract Officer.
• Use key performance indicators to monitor and challenge performance and identify opportunities for continual improvement.
• Develop strategies to address under-performance and compliance issues, including the application of contractual terms in coordination with the assigned Contract Officer.
• Contribute specialist expertise to requirements definition in support of proposals.
• Select and assess the impact of changes to relevant standards, methods, tools, applications and processes.
• Maximise the use of relevant applications, technologies and digital tools and support the adoption of new technologies.
• Share specialist knowledge and experience with colleagues and contribute to the development of others.
• Maintain awareness of developing practices and take responsibility for continuous professional development.
• Apply security, privacy and ethical principles to own work and organisational activities.
• Engage with relevant specialists when required.
• Be willing to undertake business travel approximately 1–2 times per month to NATO and national facilities, as well as frequent travel between NCIA offices.
Requirements
• Currently active NATO SECRET security clearance.
• Bachelor’s degree from a nationally recognised/certified university in a related discipline and at least 3 years of post-related experience. Alternatively, a lack of university degree may be compensated by at least 10 years of extensive and progressive experience relevant to the role.
• At least 3 years of recent experience in project management of acquisition and/or development projects within a large organisation.
• Strong experience using project management tools, including cost and labour management.
• Experience leading cross-functional teams, preferably within an international environment.
• Experience in project administration, including resource management, project financing and budgeting.
• Recognised formal Project Management qualification such as PRINCE2 or PMP. Formal qualifications may be compensated by demonstrated expertise and experience in the relevant domain.
Desirable
• Proven success as a project team manager or leader within C4ISR acquisition projects.
• Experience with project management automation tools such as ServiceNow (SNOW) and work collaboration tools.
• Knowledge of NATO or national government acquisition policies and procurement procedures.
• Previous experience working in an international environment comprising both military and civilian personnel.
• Knowledge of NATO responsibilities and organisational structures, including ACO and ACT.
Specific Working Conditions: Possible Business travel up to 1 - 2 times per month to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the NCIA offices
